I have some neighboors which park their RV residence in front of my home take up to three parking area. The RV is an oversize vehicle which blocks the street where parking is already restricted.
Is this legal and if no where can I report this to?

i know that in nor cal it is legal for a max of 3 days, enough time to get ready or unpack from a trip. Not sure about so cal, but you can alays call the local police and they will assit you.
If the vehicle is legal to drive on the public streets, it is legal to park it there, as well.
Still, in California, it is illegal to leave a car parked in a spot for more than 72 hours. Problem with this issue is enforcement. There are too many streets in urban areas, and not enough parking control officers to constantly check this out. City government often send out periodic “sweeps” of neighborhoods, marking tires and coming back three days later to see if vehicles have been left. Vehicles that haven’t been moved get citations. Sweeps done later often yeild vehicles that have still not been moved. These are subject to tow.
If this RV, (or any other vehicle) gets left for more than 72 hours, contact your local parking control office. It may be attached to the Police Department, or another city agency, such as zoning or planning enforcement. No guarantee that something will be done, but repeated reportings may result in action.
